Description:
The Township of Madawaska Valley is comprised of Barry’s Bay, Combermere and Wilno – three unique communities with recreation facilities, schools, festivities and churches that form the basis of community life. The Township of Madawaska Valley is accepting applications for a Deputy Clerk. This is a temporary, full-time position for up to 18 months.

Reporting to the CAO-Clerk, the Deputy Clerk executes the statutory and advisory duties of the clerk as well as performs a wide variety of functions. The position provides general administrative assistance to the CAO-Clerk, department heads and council ensuring that all municipal and legislative policies are adhered to. Assumes responsibilities and performs clerk’s functions in the absence of the clerk. The position interacts with staff, council and the public to coordinate public relations procedures, and oversees council communication.

  • Responsibilities:
  • Delegated statutory duties of the municipal clerk are performed, including those of election returning officer, commissioner of oaths, MFIPPA, division registrar, and issuer of lottery licensing, marriage licenses and death certificates and reporting vital statistics.
  • Fulfills the duties of the returning officer for municipal elections and is responsible for all aspects of conducting the municipal election every four years.
  • Is responsible for consultation with the CAO-Clerk for implementation of directives, policies, instructions and decisions approved by council.
  • Acts as coordinator of the employee health and safety committee ensuring that the requirements of applicable legislation as it pertains to ensuring a safe work environment is adhered to.
  • Reviews, responds to, and reports on communication addressed to the township and follows up on communications after the meetings.
  • Oversees iCompass (e-agenda maintenance), data entry, online access, staff training and adherence on e-action modules and uploads to the municipal website.
  • Manages the complaints policy and procedures through iCompass and those received at info@madawaskavalley.ca.

Qualifications
  • A post-secondary degree or diploma in political science, public administration or a related discipline. A combination of training, education and experience may be considered.
  • Dipl.M.A, Dipl. M.M, CMM or CMO designation is an asset.
  • Experience in local government and municipal administration obtained through a minimum of three years in a municipal management role.
  • Significant demonstrated management experience and understanding of local government and municipal administration.
  • Excellent interpersonal, oral and written communication skills.
  • Demonstrate skills in project and time management, research, report writing, organizing and analytics to handle multiple priorities and meet deadlines.
  • Demonstrate a high degree of initiative, integrity, diplomacy, confidentiality, problem-solving and sound judgment to provide advice and guidance to a variety of audiences.
  • Possess or be willing to obtain basic emergency management certification.
  • Strong knowledge of the occupational health and safety legislation; must possess or be willing to obtain health and safety certification.
  • Strong computer skills and working knowledge of Microsoft Office Suite.
  • A clean criminal record and a valid driver’s license.
