The Petawawa Military Family Resource Centre (PMFRC) is a non-profit organization with the responsibility of addressing the needs of military families. We provide programs and services that serve, involve, and advocate for our military community, its members, and families, and address the unique military lifestyle challenges, resulting in an enhanced quality of life. The PMFRC envisions a community of strong, capable, resilient Canadian Armed Forces families.

We are recruiting for a Finance Manager. This is an indefinite, full-time contract to start in September 2023. This position is 37.5 hours per week, working Monday to Friday from 8:00am to 4:00pm. Occasional evenings will be required.

Under the direction of the Executive Director, the Finance Manager is responsible for the management and analysis of the financial activities of the PMFRC as well as providing advice and guidance to the Executive Director, board of directors, and management team on the financial management of the organization. In this role you will utilize your experience and expertise in financial analysis and management in the delivery of accounting services for the PMFRC. They will be responsible for reporting to a variety of funding stakeholders including Military Family Services, the Department of National Defence, the County of Renfrew, the Ministry of Labour, Immigration, Training and Skills Development, as well as donations and fundraised dollars.

Additional Duties:

  • Interpret and advise on accounting and administrative policies and monitor policy compliance.
  • Analyze operating results and develop specific recommendations to help address adverse trends or changes in operations.
  • Prepare and review information for financial statements and for briefs to management and the board of directors as needed.
  • Provide guidance and training to employees, and managers, on finance-related topics and programs.
  • Report unusual trends or activities to the Executive Director for further investigation and recommend revisions to existing policies, programs, and procedures to address evolving needs.
Qualifications
  • A business administration, commerce, finance degree or a related field and management experience, or a college diploma or certificate in finance, accounting, bookkeeping, or a related field, and several years of experience in accounting, management or a related field.
  • Chartered Professional Accountant (CPA) designation is an asset.
  • Language requirements: English mandatory, French is an asset
  • Screening requirement: enhanced reliability, criminal record, vulnerable sector and IS security procurement

Experience Requirements

  • Preparation of financial statements and analysis.
  • Related experience working with a non-profit organization or registered charity preferably, a community-based organization or social service agency.
  • Management-level positions with a demonstrated ability to make presentations to a board of directors; a high degree of interpersonal, communication, and leadership skills.
  • Provision of health, life, and disability insurance services.
  • Applying and interpreting policies, procedures, and provincial legislation.
  • Planning and conducting meetings, presentations, briefings, and training sessions.
  • Personnel administration and management.
  • Budget administration.
  • Not-for-profit sector experience is an asset.
  • Planning, organizing, and managing data collection.
  • Preparing reports.
  • Using SharePoint applications.

Conditions of Employment

  • Adhere to all PMFRC policies and procedures including policies regarding privacy code and confidentiality.
  • Participate in and assist with all special events when required.
  • Provide proof of any applicable registration with the respective regulatory body if applicable.
  • Ability to provide a clear criminal record check, obtain an enhanced reliability security clearance, and vulnerable sector screening (current within 6 months).
  • Valid driver’s license with access to a reliable vehicle for work-related travel and requisite driver’s insurance.
  • Travel within the County of Renfrew.
  • Thorough understanding of Canadian Armed Forces communities, systems, and policies to effectively assist families in accessing appropriate services and supports.
